Vi ber også om en beskrivelse av hvilke kommunikasjonsløsninger som blir brukt til å kommunisere mellom Smart Blue-løsningen og innretningen offshore, og hvordan redundans/robusthet sikres dersom et kommunikasjonssystem faller ut.

Answer

The Smartblue system is offshore based and installed on the bridge/control room on the Transocean Arctic. Sensor data from the 2 rig ARPA radars and the AIS system are fed into the system. Smartblue transmits also all data to the Marine Surveillance Center the Well Expertise offices in Randaberg. This is done through the standard rig communication network. At the Marine Surveillance Center (MSC) a daily check of the system is performed by the MSC duty person.
The onshore MSC duty person has no direct actions or role in a ship collision scenario, this is managed by the OIM, captain on SBV and the emergency response organisation. The MSC duty person will receive the same notifications as the rig and the SBV, although his main role is to ensure technical functionality of the system at all times. He will also receive messages from the system if main functions are down.
If the communication to shore fails, the system offshore will continue to operate, collect data and send out notifications and alerts to rig, standby vessel and approaching ships. Data from the rig’s ARPA radar will still be fed into the Smartblue system along with data from the receiver on the AIS rig. The AIS receiver operates on the VHF band and has a typical detection range of 15-30nm. If there are vessels in within these range, the distance increase as the other vessels act as repeaters for AIS signals within their own detection range.
