Vi ber om en beskrivelse av hvilke alarmgivere som til enhver tid er tilkoblet Smart Blue-løsningen(radarer i antall og plassering, AIS mv), og hvorvidt systemet blir kontinuerlig overvåket og monitorert av personell som kan foreta fortløpende vurderinger av en konkret hendelse.

Answer

There are 2 rig radars on Transocean Arctic – one forward and one aft. Both are feeding data into the Smartblue System on the rig. Main source of AIS data for Transocean Arctic is their own Kongsbergs rig-based AIS data feed. Additional AIS data is input from the Norwegian Coastal Administration (Kystverket) AIS real-time data feed for the Norwegian Continental Shelf. If the communication link to shore is down, the rig-based main AIS data feed and the rig ARPA radar input to the Smartblue will still work and Smartblue will continue to operate and send out notifications and alerts.
Notifications and alerts from Smartblue is handled by the Transocean bridge/control room operator. In case of an approaching vessel, the Transocean Arctic with the OIM in charge will act according to ‘Security and Emergency Response Plan (SERP) – Section 2.11 DSHA 13-01 Ship traffic/collision’. The SERP describes how a ship traffic/collision incident are handled on the rig (identification of the situation, roles, responsibilities, response strategy, barriers, checklist) and involvement of the onshore ER organisation.
