What happened:

The OSCP should be sent to rig and PSVs 2 days prior to arrival on location, not before setting BOP in order for crew to be familiar with OSCP. PSVs are checking for spills every 3rd hour when the rig is on location so routines needs be known prior to start-up. Having the meeting based on deployment of BOP gives little time to inform relevant personnel about requirements.

What was planned:

Meeting with NOFO March 18, based on deploying BOP April 1. NOFO to verify OSCP before signing the document. Send to rig and PSVs.

Set up meeting 7-10 days prior to operation start
