Vi ber om en beskrivelse av hvordan og til hvem et varsel fra Smart Blue-systemet blir formidlet offshore til den aktuelle innretningen, i dette tilfellet TO Arctic. Videre en beskrivelse av hvordan operatøren sikrer seg at varsel blir mottatt, bekreftet mottatt og forstått på en rask og sikker måte.

Answer

The Smartblue autonomous surveillance system is set up to notify and alert the approaching vessel, rig, SBV and onshore duty via a combination of AIS alerts and alarms, e-mails and SMS-messages. Notifications are sent out if unauthorised ships are closer than 5nm of the rig. Separate 1hr notifications are sent to approaching vessels (and rig, SBV and onshore duty) if the CPA – Closest Point of Approach limit of less than 1nm are exceeded.
Smartblue is installed on the bridge/control room on the Transocean Arctic just next to the control room operator. The control room is manned 24/7 by the operator which is a certified navigator. When a notification is sent out (AIS alert, SMS, e-mail), there is also an AIS sound alarm that are triggered in the Transocean Arctic bridge/control room. All alarms (high-pitched sound alarm on the bridge/control room are acknowledged (signed off) by the control room operator within seconds. Further follow-up is based on the Transocean Arctic Security and Emergency Response Plan, see point below.
The onshore MSC duty person, which follows up the Smartblue technical status, performs spot check that the alarms have been received by rig and standby vessel
