What happened:

Due to the missing clamps the control lines was coiled up around the tubing and made it impossible to pull the tubing. It was therefore necessarily to cut the tubing and pull it in section. It was therefore necessarily to cut the tubing shallow.

What was planned:

The plan was to pull the completion (tubing) with control lines to surface.

What was learned:

It was identified that cutting the tubing with explosive cutter near to surface could puncture the 9-5/8″ casing. It was possible that hydrocarbons under pressure was outside the casing. This would cause a well control incident.
It was also identified that using a explosive cutter would make shock waves up to the christmas tree that could damage it.

What actions are required:

It was decided to use a mechanical cutter.
